in the books, it's made more clear that sam is a ringbearer - there's more time given to his decision to pick up the ring and carry on when he thinks frodo is dead.
and, as such, sam can go to the grey havens too. and in the appendices of the books, it says that he does go, when he's old and rosie has died. which is the one thing that calms my frodo/sam heart at the end of this story.
