I'll take a stab at this - I know your mother would never buy it but I've got a miniscule chance with you. I think having the heat on contributes to a feeling of warmth regardless of the actual temperature. It creates hot spots, affects the humidity, and even gives of a minor aroma. On a "warm" day like today (I had the sun roof open on the drive home), the heating system can stay off while your flat maintains its temperature. Same temp as if it were cold out, but without the effects of running the heating system. That's my theory.
