I think that while Harry/Draco often has that wonderfully dizzy teenaged-love Romeo/Juliet feel to it, Sirius/Remus can be far more epically tragic (or moving, or whatever), particularly since you can explore that whole expanse of their relationship from their schooldays through the horrific Azkaban period to the 'present' in which Sirius is being hounded by the Wizard law-enforcement. I'm trying to think of another love story in literature that compares, but all I can think of is Wuthering Heights...and that's so not the same. Catherine was a whiny bitch and Heathcliff was not a nice person at all. Part of the fascination is that they are nice people. I think Remus' beast also adds an extra element in there.
